You mount a bearing in the middle. Ball bearings. On a shaft. Mount it leaning forward a bit. Design slip rings for power from a supply fixed below on the bench .
When you run it, the train will stay in front, the scenery will pass by....

Years ago a computer genius friend of mine did an H0n30" circular layout about 4' in diameter. Very highly detailed.
Was computer controlled so the layout turned with the train running such that the train stayed in the same spot.
The public loved it.
